In early 2008, a hiring freeze was issued. The Department of Administration, in conjunction with state agencies, identified positions that were exempt from the hiring freeze and developed a process to review requests to fill mission critical positions beyond the exemptions. While it is still critical to continue evaluating the need to fill positions, it is also incumbent upon us to streamline our processes and eliminate unnecessary bureaucracy wherever possible. We are changing the process for managing the hiring freeze to provide more flexibility to the agencies and increase productivity both for the agencies and for the Human Resources Division (HRD). As of August 8, 2011, it will no longer be necessary to obtain ADOA’s approval to fill positions as long as agencies manage their employee headcount within a pre-established level. If the agency’s headcount is equal to or exceeds this maximum number, however, the agency will be required to justify the need to fill every position, and will be required to obtain ADOA approval prior to filling a position, until such time as the headcount falls below the maximum.
