Our economy and culture are now based on knowledge. Properly managing knowledge workers is a much different challenge than managing factory or production workers. Fortunately, the State has a tool to help supervisors accurately communicate expectations – and to fairly and accurately assess employees’ performance. This system is called the Performance Appraisal for State Employees (PASE).
While completing the PASE process may look daunting at the beginning, it is a very flexible system that is intended to be used by ALL agencies. While some agencies may call the system something different or modify the program to fit their needs – the concepts and framework apply to all. The system is based on the idea that the supervisor and employee collaborate to identify the essential functions or the key elements that really make a difference in job performance. These standards are then defined in measurable terms, so that the employee and supervisor can objectively verify whether the standards were met or not.
